Tarble said something about trying to fight with them so in order to do so I thought he atleast could've been 3rd form frieze tier,and he does have a scouter so he would know how storng they'd be before picking a fight with them.

In all honesty, that quote doesn't help too much. Any form of Frieza (in canon) would get wasted by the base kids in a heartbeat. There's no real indication of how much they were weakened in that OVA.
